This agreement applies to online consultations paid for through kamranaghayev.com. It is formed electronically when you accept it on the payment page. It follows Türkiye's Consumer Protection Law No. 6502 and the Distance Contracts Regulation.
Part 1 — Pre-contract information

1.2 The service
An online brain and spine surgery consultation with Dr. Kamran Aghayev by video or voice call. It includes a review of the medical records and imaging you send beforehand, an assessment of your condition during the call, and his opinion and recommendations on treatment options. Consultations can be held in English, Russian, Turkish or Azerbaijani.
We take payment only after your request has been reviewed and found suitable for an online consultation, through a link sent to you personally.
1.3 Price and payment
The total price, including all taxes, and its currency are shown on the payment page. You pay by credit or debit card through iyzi Ödeme ve Elektronik Para Hizmetleri A.Ş. ("iyzico"). Your card details are not passed to us. Your bank may charge foreign-transaction or currency-conversion fees; these are not part of our fee.
1.4 How the service is delivered
We agree the date and time of the consultation with you. After you pay, we email you the call link and what you need to prepare. The service is delivered entirely online; nothing is shipped.
1.5 Right of withdrawal
You can withdraw from this agreement within 14 days of payment without giving a reason and without penalty.
If you ask for the consultation to take place before those 14 days are over, your right of withdrawal ends when the consultation begins, because the service is then being performed at your request (Distance Contracts Regulation, art. 15/1-ğ). If you cancel before the consultation begins, you get a full refund.

1.6 Complaints
Contact us using the details above. Consumers in Türkiye can also apply to the Consumer Arbitration Committee where they live or where the purchase was made, within the monetary limits the Ministry of Trade sets each year, or to the Consumer Court above those limits.
Part 2 — Service agreement
Article 1 — Parties
Provider: Dr. Kamran Aghayev, as in section 1.1.
Patient: the person whose name and contact details appear on the payment page. If a relative pays on the patient's behalf, the payer accepts this agreement for the patient and with the patient's knowledge.
Article 2 — Subject
The provision of the online consultation described in section 1.2 for the price shown on the payment page.
Article 3 — What an online consultation can and cannot do
3.1 An online consultation does not replace a physical examination. The assessment is limited to the information and records shared.
3.2 If, before or during the consultation, the doctor concludes that your case cannot be assessed properly online, he may recommend an in-person examination or further tests. If the consultation has not taken place, you get a full refund.
3.3 Online consultations are not for emergencies. If you have sudden weakness, difficulty speaking, a severe headache, a change in consciousness, or loss of bladder or bowel control, call your local emergency number or go to the nearest emergency department immediately. In Türkiye, the emergency number is 112.
3.4 Opinions and recommendations given in a consultation are not a prescription or a decision to operate. Treatment is planned with an in-person examination where needed.
Article 4 — Patient responsibilities
4.1 You agree to give accurate and complete information about your health, past treatment and medications. The provider is not responsible for the consequences of missing or incorrect information.
4.2 You send the imaging and reports needed for the consultation beforehand, and join the call at the agreed time using the link you were sent.
4.3 The consultation may not be recorded without both sides' agreement.
Article 5 — Price and payment
The price is the amount shown on the payment page, paid in full before the consultation. We email you the legally required receipt or invoice.
Article 6 — Rescheduling, cancellation and refunds
These are set out in the Cancellation and Refund Policy, which forms part of this agreement.
Article 7 — Confidentiality and personal data
The doctor is bound by medical confidentiality for everything you share. Personal data is handled under our Privacy Policy.
Article 8 — Events beyond our control
If the consultation cannot take place because of events beyond either side's control, such as natural disasters, epidemics, war, or widespread internet or power outages, it is moved to a new date. If you do not accept the new date, you get a full refund.
Article 9 — Governing law and disputes
This agreement is governed by Turkish law. The routes in section 1.6 remain open to consumers in Türkiye. Otherwise, the courts and enforcement offices of Istanbul have jurisdiction. Patients living abroad keep any consumer rights their own country's law gives them that cannot be waived by contract.
Article 10 — Formation
The agreement is formed when you confirm on the payment page that you have read and accepted it, and complete payment. We email you a copy. If the translations differ, the Turkish text prevails.
